BREA, CALIF. — ICC Evaluation Service (ICC-ES) continues to strengthen its longstanding relationship with the European Organisation for Technical Assessment (EOTA) through a cross-licensing agreement that enables each entity to access and use technical content from the other when developing their respective specifications.
This exchange of technical information allows ICC-ES to reference the European Assessment Documents (EADs) during the development of ICC-ES Acceptance Criteria (ACs). This provides meaningful advantages for manufacturers seeking market access in both the U.S. and Europe. By improving alignment and reducing duplicative testing requirements between ICC-ES ACs and EADs, the agreement helps streamline parts of the innovative product evaluation process, potentially saving manufacturers time and resources.
While the shared technical content supports better harmonization between ICC-ES AC and EAD requirements, it is important to note that an ETA (European Technical Assessment) is not a direct, one-to-one equivalent of an ICC-ES Evaluation Report (ESR). Each ICC-ES ESR is developed under its respective codes, follows different procedures, and serves distinct compliance pathways within its own region. Manufacturers pursuing approval in multiple markets must have both an ICC-ES ESR and ETA separately to demonstrate compliance with U.S. building codes and European regulatory requirements.
“This collaboration reflects our shared commitment to helping manufacturers compete and succeed in a global marketplace,” said Vincent Chui, Vice President of Evaluation Services, ICC-ES. “By reducing unnecessary barriers and enhancing technical alignment, we’re creating a more efficient path for companies to demonstrate compliance and bring innovative products to customers worldwide.”
Together, ICC-ES and EOTA remain committed to supporting manufacturers seeking broader market access. Continued collaboration and shared technical expertise help reduce redundancies, improve efficiency, and strengthen global product acceptance. This partnership ensures that manufacturers—whether operating in the U.S., Europe, or beyond—benefit from a more connected, more streamlined international evaluation landscape.
